I've tried formatting it on a PC under both FAT32 and exFAT, and it is accessible on the PC and can be written to, but the PSP refuses to read it. Curiously, after a failed format on the PSP, the memory stick is formatted back to FAT32 with two files (MEMSTICK.IND and MSTK_PRO.IND, both 0 KB) on it.
